Because there are so many armor units near the city, the enemy is overwhelmed. They will be able to hit one or two figures, but the damage has been done. As the Axis moves their armor away in the next few turns, they will be making way for successful close assaults from their incoming infantry.
So the Armor Assault card looks like a great first move for the Axis in the Battle of Warsaw.
