This slows down the infantry attack, because they must choose between removing wire, while they are subjected to 3D attacks from the enemy, or to attack the city hexes with a single 1D attack each time. Here is the opening setup for Battle of Warsaw: <img src="https://generalhowitzer.com/wp-content/uploads/2024/11/Scenario_Battle_Warsaw_start_Allies.png" alt="" /> Here is the situation after the very first move, an Armor Assault: <img src="https://generalhowitzer.com/wp-content/uploads/2024/11/Warsaw_1stMove.png" /> Notice that the barbwire has been removed from in front of four different city hexes. Because there are so many armor units near the city, the enemy is overwhelmed. They will be able to hit one or two figures, but the damage has been done. As the Axis moves their armor away in the next few turns, they will be making way for successful close assaults from their incoming infantry.
