There are new rules for Air Superiority in the new version of Memoir 44, called the "Refresh".
The new rules make sense, and depending upon the Theater of War, and the Year, will determine who, if anyone, has Air Superiority.
The team with Air Superiority gets to roll two dice for each hex attacked with the Airpower card. The opposing side can only roll 1 die per hex.
While it was always recognized that the Allies had air superiority in 1944, the situation was different earlier in the war, and in the various theaters of battle. The new rules reflect that reality more accurately.
