Many of the best military commanders keep some troops in reserve.
The idea of holding some troops back for later attacks to either shore up weak areas or surprise the enemy with overwhelming power when they thought the war was over, was practiced by Napoleon, Patton and others.
How does this translate to M44?
The idea is to keep a card or two with some good options in reserve for when you really need it.
You do not have to burn through your cards, by always choosing the best card, followed by the next best card, etc. Keep some to help defend when you are in a tight spot, or bring the round to a quick conclusion.
Examples:
1. Save your Barrage for the final 'coup de grace'.
2. Save the Behind Enemy Lines to grab a distant Territorial Objective Medal.
3. Keep a non-sectional card, known as a Tactic Card for when you are in a tough spot and need to move some troops from anywhere, to defend yourself.
This is the idea of holding some key cards in reserve to use them when most necessary or efficacious.
