Axis AirPower for Breakthrough to Gembloux fires Two Dice each

So I am playing the Breakthrough game on BoardGameArena for the Breakthrough game of "Breakthrough to Gembloux".
My opponent as Allies played AirPower and rolled two dice per hex.
I played Counter-Attack as Axis and expected to roll one die for hex, but it rolled two dice per hex!
This was a nice bonus damage to the enemy!
